India seeks bidders for new chopper deal

span class=”BTX” A month after scrapping a 600-million-dollar deal to buy nearly 200 helicopters, India is now seeking bidders for an even bigger contract worth almost one billion dollars, officials said on Tuesday.p New Delhi earlier this month contacted four aviation firms in France, Italy, Russia and the United States, asking about their ability to supply 312 helicopters for the armed forces on an “urgent” basis, defence officials said./pp “Letters of interest have been sent to Kamov (Russia), Bell (US), Augusta Westland (Italy) and Eurocopter (France) expressing our urgent requirements,” a senior defence ministry official said, asking not to be named./pp State-run Hindustan Aeronautics Ltd (HAL), meanwhile, joined the race, stating that as India’s largest aircraft manufacturer, it had the capacity to build light observation helicopters for the army and the air force./pp India last month scrapped a 600-million-dollar deal for 197 helicopters with Eurocopter, the helicopter unit of the European Aeronautic Defence and Space Company (EADS), after accusing it of “deviating” from the contract./pp Eurocopter, the global leader in sales of civil and military helicopters, has denied any wrongdoing and has rejected allegations it used middlemen to clinch the now-dead deal./pp India banned the use of middlemen in military contracts following allegations of bribery in a multi-billion-dollar artillery deal in the 1980s with Swedish firm Bofors. That scandal led to the downfall of the government of then prime minister Rajiv Gandhi in 1989./pp Earlier this month, the Indian air force added its requirement of 115 helicopters to the 197 units the army wanted, pushing the value of the deal to almost one billion dollars and the number of aircraft to 312./pp “A combined global tender will be issued in a few months’ time after we receive a response from the four companies,” the ministry official said./pp The new helicopters would replace the vintage fleet of French- and Russian-built light helicopters bought in the 1960s for the million-plus army and the air force./pp The December 6 cancellation of the Eurocopter deal caused dismay in India’s military establishment, as the services need modern helicopters for high-altitude missions in the disputed Himalayan region of Kashmir./pp Indian officials said the defence ministry stressed the need for speedy deliveries in a recent meeting with representatives of the four aviation firms./pp “The sudden death of the Eurocopter contract was a jolt to our planned six-year procurement plans and now we want to make up for lost time,” the military official told AFP./pp India had selected the Eurocopter 350B3 reconnaissance model over Bell’s LongRanger after an intensive testing period. /pp India, which also invited tenders last year for 126 fighter jets worth 10 billion dollars, has emerged as one of the biggest buyers of military equipment among developing countries./pp Since 1999, India’s military purchases have been worth a massive 25 billion dollars. India has been on a global hunt to acquire a military satellite and had been discussing with Tel Aviv the lease of the Ofeq 5 spy satellite. Su-PAKFA a Russian Stealth Fighter

The Sukhoi PAK FA (or PAK-FA) is a fifth-generation fighter which is being developed by Russia. PAK FA stands for Perspektivnyi Aviatsionnyi Kompleks Frontovoi Aviatsyi  which roughly means Advanced Tactical Frontline Fighter. It is being developed by a consortium of companies spearheaded by Sukhoi OKB. Sukhoi’s internal project codename is T-50. The PAK FA is intended to replace the MiG-29 Fulcrum and Su-27 Flanker in the Russian Air Force. It is scheduled to have its first flight in 2009 and enter service with the Russian Air Force subsequently. It is designed to be comparable to the American F-22 Raptor and F-35 Lightning II.

Iraqi Air Force Could Have Fighters by 2011

div class=”story-para”The Iraqi air force could be flying fighter jets by 2011, the U.S. Air Force’s top commander for Iraqi operations said Jan. 15./div div class=”story-para”Lt. Gen. Gary North, head of the 9th Air Force, explained during a talk in Washington, D.C., that he envisioned the Iraqi air force having its own fighter jets by 2011 or 2012. The fighter model or its capabilities would be up to Iraqi commanders to decide, North added./div div class=”story-para”The Iraqi military won’t get there without more help from the U.S. Air Force. North said that in 2008 the number of U.S. Air Force advisors working with their Iraqi counterparts should double to about 400 airmen./div div class=”story-para”The Iraqi air force hasn’t flown a fighter since the start of Operation Iraqi Freedom in March 2003. The invasion left what fighters Iraq had either destroyed on the ground of rendered useless when the Iraqi military buried many of the jets to keep them from becoming targets./div div class=”story-para”Today, the Iraqi air force flies a mix propeller-driven airplanes and helicopters that primarily used as transports and reconnaissance aircraft./div div class=”story-para”North said a first step to the Iraqi air force flying attack jets is adding weapons to its fleet of Cessna Caravans and Beechcraft King Air 350s and then acquiring a “light attack” airplane. Many of the Iraqi’s helicopters are already equipped with guns./div

Mitsubishi ATD-X ShinShin a Japanese Stealth Fighter

The Mitsubishi ATD-X Shinshin is a Japanese aircraft being developed by the Ministry of Defense Technical Research and Development Institute (TRDI) for research purposes. ATD-X is an acronym which represents “Advanced Technology Demonstrator – X”. The aircraft’s Japanese name is ?? (shin-shin) which means “one’s mind”. The main contractor is Mitsubishi Heavy Industries. This aircraft will be used as a technology demonstrator and research prototype to determine whether domestic advanced technologies for a fifth generation fighter aircraft are viable. The aircraft’s first flight is scheduled for 2014. The design of the aircraft reflects those of several American fourth and fifth generation fighters, most notably the F-22.

It is the only India military base situated in a foreign country and just 2 km from the Tajikistan-Afghan border. The agreement between India and Tajikistan for the base was signed in 2003 and ratified in late 2004. It stipulates the presence of the Indian Air Force and Indian Army to be permanently stationed there, and ward off any external threat to the country’s security. Work on the base commenced immediately and the air base is now in full operational readiness since early 2007. Details of the composition of the base are not known but it is speculated that Indian military matériel acquired from Central Asia might be stationed there. Almost seventy percent of India’s arms are procured from Russia and former Soviet republics. When fully operational, the Indian base is expected to host 12 to 14 MiG-29 fighter bombers, according to various reports.br /br /br /The Farkhor/Ayni base gives the Indian military the required depth and range in seeking a larger role in South Asia and is a tangible manifestation of India’s move to project its power in Central Asia, a policy goal formally enunciated in 2003–2004.br /br /The potential implications of this base go far beyond the Indo-Pakistani rivalry on the subcontinent. Pakistan President Pervez Musharraf, has raised his concern to the Tajikistan government on the fact that Indian planes can reach Pakistan within minutes.br /br /The Farkhor/Ayni base represents a major element in India’s efforts to promote stability in Afghanistan, and to enhance New Delhi’s ability to get oil both in South Asia and Central Asia. India obviously will not accept being confined to an exclusively South Asian geo-strategic role any longer.br /br /India’s determination to project power throughout Central Asia is not just for military purposes. Access to Central Asian energy is vitally important for India. New Delhi seeks access to Kazakh oil and gas and involvement in “mega-projects,” such as an Iran-Afghanistan-Pakistan-India pipeline and another linking Turkmenistan, Afghanistan, Pakistan, and India. Either or both of these pipelines would substantially improve India’s reliable access to energy supplies, while encouraging better Indo-Pakistani relations.br /br /India wants to develop a new power grid that integrates Central Asian states with those of the subcontinent, an idea that has received strong backing from the United States of late. While India would use a new grid to enhance its overall economic profile in Central Asia, Washington sees the project as a way to counter the growing economic and political influence of China in Central Asia.br /br /The importance of India’s Farkhor/Ayni base does not end here. Its appearance suggests that India’s long-standing strategic ties with Russia remain on a sound footing. In the strategic sphere, India and Russia share a common enemy in Islamic terrorism , and India needs Russian energy as much as Russia needs Indian diplomatic support and arms deals.br /br /Although both India and Pakistan are observers in the Shanghai Cooperation Organization, China is undoubtedly wary of the Indian presence at Farkhor/Ayni. Moreover, Indian policy intellectuals continue to view China as a strategic rival. Thus, India’s power-projection ambitions are in a certain sense directed toward China

N. Korea reports 2,250 U.S, S. Korea spy flights
